Crematorium Policy

The Crematorium Policy applies to the Seychelles Planning Authority, Environment and Health Authorities, and all relevant government entities overseeing physical development. The policy is integral to legislation governing physical development and applies to all entities involved in establishing crematorium facilities.

    Key Guidelines and Standards

    The following guidelines align with international best practices and are enforced to regulate crematoria, operational standards, and environmental impacts:

     

    • Controlled Environment for Cremation:

      All cremations must be performed in purpose-built, enclosed crematoria. Open-air cremations are prohibited due to environmental and public decency standards.

    • Compliance with Health and Environmental Standards:

      Crematoria must meet Public Health regulations for operational procedures and adhere to environmental standards for waste management and emissions.

    • Prohibition of Open-Air Cremation:

      Open pyre cremations are explicitly prohibited, and all cremations must occur in facilities that meet regulatory requirements to ensure environmental protection and public decency.

    Compliance with Public Health and Environmental Regulations

    In line with the Public Health (cemeteries, crematoria, and funeral parlors) Regulations, crematorium facilities must manage operational standards to safeguard public health. Environmental guidelines provided by the Department of Environment control air emissions and disposal of cremated remains to protect the island ecosystem.

     

    • Air Emissions Control:

      Facilities must install appropriate equipment to manage emissions, minimizing air pollution and preserving air quality.

    • Waste Disposal:

      Crematoriums must handle and dispose of waste responsibly, following approved methods for remains and emissions.

    Site Location and Facility Standards

    Given the scenic and ecological importance of Seychelles, the location and design of crematorium facilities must meet rigorous standards:

     

    • Location Requirements:

      Crematoriums should be placed in areas that minimize visual and environmental impact, ideally away from residential and tourism-focused zones.

    • Architectural Standards:

      Facilities should be designed to blend with the natural surroundings, using materials and colors that reduce visual impact.

    • Noise and Emission Mitigation:

      Soundproofing and emissions control measures must be integrated into the facility to prevent disturbance to surrounding areas.

    Special Considerations

    The policy acknowledges that certain cultural practices involve cremation rites, such as open pyres. However, it emphasizes that:

     

    • Adherence to Modern Standards:

      The aspiration of Seychelles to maintain modern health and environmental standards overrides traditional open-air cremation practices.

    • Respect for Cultural Diversity:

      Facilities will accommodate cremation practices that respect cultural traditions, provided they comply with public health and environmental regulations.
