Application Categories for Planning Submissions

When submitting planning applications in Seychelles, they are categorized into four distinct types based on the nature, scope, and size of the development. These categories help streamline the registration process and ensure that the appropriate regulatory standards are applied. This article outlines and defines the types of development under each of these four application categories.

 

    Development Control (DC)

    The Development Control (DC) category encompasses applications for a wide range of development projects, including commercial, industrial, tourism, and agricultural proposals. It also applies to significant residential developments and specific structural changes. Applications registered under this category include:

    • New Residential Buildings: Proposals for new residential constructions exceeding 100m² fall under this category.
    • Extensions to Existing Residential Developments: Any extension to an existing residential building that is larger than 40m².
    • Retaining and Boundary Walls: Construction of retaining or boundary walls that are above 1.5m in height.
    • Subdivision of Land: Proposals involving the subdivision of land into four or more plots.

    This category ensures that comprehensive planning and regulatory measures are in place for significant developments that may impact the surrounding environment and community infrastructure.

    Certificate of Development (CERT)

    The Certificate of Development (CERT) category is designated for simpler residential proposals. Specifically, this category covers:

    • New Residential House Proposals: Only new residential house projects that are smaller than 100m² are included under this type.

    Applications under the CERT category are typically straightforward and involve less complex planning considerations compared to larger developments. This allows for a more efficient review process while ensuring that basic residential construction standards are maintained.

    Minor Works (MW)

    The Minor Works (MW) category is reserved for smaller, ancillary construction projects associated with existing residential properties. This includes:

    • Ancillary Facilities: Structures and features that are connected to current residential developments, such as small sheds or additional storage areas.
    • Fences, Gates, and Walls: The construction of fences, gates, and walls that are below 1.5m in height.
    • Non-Habitable Temporary Buildings: Structures that are temporary and not meant for habitation, such as garden shelters or temporary storage.
    • Small Extensions: Extensions to existing residential buildings that are less than 40m².

    The MW category facilitates a simpler application process for small-scale developments, ensuring that minor modifications are managed without the extensive requirements of larger projects.

    Certificate of Permitted Subdivision (CPS)

    The Certificate of Permitted Subdivision (CPS) category applies to specific types of subdivision proposals. This includes:

    • Subdivisions for Up to Three Residential Plots: Applications that involve dividing a piece of land into a maximum of three residential plots.
    • Combination Plots: Subdivision plans that may include both residential plots and plots designated for access.
    • Encroachment Solutions: Subdivisions created to address existing residential or access encroachments, where there is no limit to the number of plots involved.

    The CPS category helps manage land use efficiently while accommodating minor subdivisions that address existing issues or facilitate the appropriate use of residential land.
